Bradley J. Sauer

President

Bradley J. Sauer has served as President of Star Travel & Tours since 2003. With over five decades of experience combining a career in General Services Administration (GSA) & Information/Communication Technology (ICT), he has been instrumental in steering Star Travel to successfully compete in a changing technology-oriented marketplace.

Mr. Sauer is also an independent consultant in the areas of business continuity planning, logistics, and information technology. He has hands-on international experience gained from working in diverse environments, including war-torn regions. Working closely with internal IT and logistics units and external vendors, Mr. Sauer was able to develop, implement, test, and document operational IT solutions, IT integrity/security measures, and recovery plans.

From 1996 to 1997, he worked for SAIC, a contractor for the US Department of Justice, providing logistical support for a training project for the Rwandan police. As the only in-country officer, he was responsible for day-to-day Project management and accountability. He oversaw liaison with the local government and monitored the security situation, regularly appraising Washington on security-oriented strategies to ensure the continuity of project activities.

Mr. Sauer spent most of his career with USAID missions in Africa. He was assigned to USAID Kenya from 1993 to 1995 to provide ICT & Logistics Support Services. He successfully implemented a computerized accountability Expendable & Non-expendable inventory control management system. As Facilities Manager responsible for administering safety programs for Bomb threats, fire & other hazards, he supported regional Missions in Rwanda & Burundi. 

During the 1994 Genocide in Rwanda and Burundi, Mr. Sauer was stationed at USAID Nairobi. At the request of the US Ambassador to Rwanda, he was assigned to Kigali as a special consultant for both USAID and Embassy Missions to conduct an emergency evaluation to determine extent of damage to US Government Property (including office buildings, warehousing facilities & residences) during the genocide, re-establish communication between Kigali and Washington DC, oversee repairs & re-equip all facilities prior to reopening of the Mission. Upon the successful reopening of the Rwandan Mission, he was transferred to Kigali instead of sharing time between Kenya and Rwanda. 

In 1991, Mr. Sauer returned to USAID as The General Services Officer (GSO) for USAID Mission in Sana’a Yemen. He oversaw a procurement portfolio of more than USD 250 Million and oversaw full maintenance services for official vehicles as well as USAID buildings & 42 residences. Mr. Sauer was directly responsible for the overall Mission security and successfully implemented emergency evacuation plans for all Mission personnel and their families and updated security procedures as the (Iraq-Kuwait war) situation dictated. Due to the Iraq-Kuwait war the USAID Yemen Office was temporarily relocated to Washington D.C. and Mr. Sauer was seconded as LAN Systems Manager.

In 1990, while working as Administrative Officer for Spie Batiginol, a private company in Lesotho, Mr. Sauer is credited with the successful evacuation of over five hundred employees (in a life-threatening situation) from a remote up-country site. This was accomplished within a five-day period, using small planes, helicopters, and trucks.

From 1984 to 1987, Mr. Sauer worked as GSO for USAID Chad. He developed emergency evacuation procedures for the mission, constantly monitoring progress of the war & implementing appropriate protocols for employee safety.

Mr. Sauer has solid experience with a wide range of ICT Technologies including microwave and wireless technology, i.e., Ethernet bridges, routers, hubs, firewalls, repeaters as well as V-SAT and internet. His skills, work ethic and integrity are fundamentally beneficial to private companies, organizations, and governments. His expertise has been called upon by numerous USAID Missions as a specialist to assist with either closing or reopening overseas Missions.
